Samsung Galaxy S3 Summary - Android UK News, Reviews and ...

I have been looking around at the deals that are on offer for the latest and greatest of the new Android handsets for my relative who is getting an S3.

As with most geeks, I am the on call support for friends and family for anything related to technology- be it fixing their phone, computer, broadband?.etc.? One of my relatives is looking to move to android, so I did a quick spy of all the deals and this is what I came up with based on his questions, but I thought I would share it with you as well!

It comes in two variants,16GB, and 32 GB ? don?t bother with the 32 GB unless you have to carry all your music with you.? Better to get a Spotify account and then change your music regularly and get the latest tunes.

Herpes and other viruses that attack the nervous system may thrive by disrupting cell function in order to hijack a neuron's internal transportation network and spread to other cells.

Princeton University researchers made the first observation in neurons that common strains of the herpes virus indirectly take control of a cell's mitochondria, the mobile organelles that regulate a cell's energy supply, communication with other cells, and self-destruction response to infection. The team reports in the journal Cell Host and Microbe that viral infection elevates neuron activity, as well as the cell's level of calcium ? a key chemical in cell communication ? and brings mitochondrial motion to a halt in the cell's axon, which connects to and allows communication with other neurons.

The authors propose that the viruses then commandeer the proteins that mitochondria typically use to move about the cell. The pathogens can then freely travel and reproduce within the infected neuron and more easily spread to uninfected cells. When the researchers made the mitochondria less sensitive to calcium the viruses could not spread as quickly or easily.

These findings reveal a previously unknown and highly efficient mechanism that some of the most common strains of herpes viruses in humans may use to proliferate in the nervous system, said lead author Tal Kramer, a doctoral student in the lab of the paper's co-author Lynn Enquist, the Henry L. Hillman Professor of Molecular Biology and chair of Princeton's molecular biology department.

Kramer and Enquist used rat neurons to study two herpes viruses in the alpha-herpes virus subfamily: pseudorabies virus (PRV), a model alpha-herpes virus that infects animals, and herpes simplex virus 1 (HSV-1), an extremely common human virus that causes cold sores and other lesions. Other human alpha-herpes viruses are responsible for causing diseases such as chicken pox and shingles.

"No one before has looked carefully at mitochondrial motion during alpha-herpes virus infection in neurons. We provide new insight into how these viruses damage cells in the nervous system in ways that are important for the virus to propagate," Kramer said.

"If mitochondria are stopped in their tracks and can't go anywhere, that is potentially very bad," he said. "They are not only the power plants of the cell, but regulate important processes. The virus likely acts to interfere with many of those processes."

Beyond herpes, the Princeton findings present a possible explanation for how other neurotropic viruses such as rabies, West Nile and polio attack and disrupt the nervous system, Kramer said. Although these viruses are different from the herpes family, the fact that HSV-1 and PRV had a similar effect on mitochondrial motion and function suggests that other pathogens could corrupt mitochondria in the same way, he said.

In addition, the paper lays out the implications of distorted mitochondrial function on neuron health. Mitochondrial malfunction is a known factor in non-infectious neurodegenerative conditions such as Alzheimer's disease and Parkinson's disease, Kramer said, though the pathway to this disruption is not entirely known.

"Our model raises some new and exciting possibilities for future research on other important human viruses that can invade the nervous system and cause disease," Kramer said.

"And the fact that alpha-herpes infection damages the same key cellular function as neurodegenerative disorders also is striking," he said. "Understanding how viral infection damages neurons might give us insight into how diseases like Alzheimer's do the same. The viruses we study hijack well-studied cellular pathways that might make an effective target for future therapeutic strategies."

In a healthy neuron, mitochondria move throughout the cell's elongated, tree-like structure to provide energy for various processes that occur throughout the cell. For the strenuous task of long distance intercellular communication, mitochondria move along the axon and synapses, sites of cell-to-cell contact where signaling occurs.

Calcium plays a key role in this cell communication, Kramer explained. A neuron experiences a spike in calcium levels in the axon and synapses when it receives a signal from another neuron. Though a natural rover, mitochondria contain a protein called Miro that detects this rush of calcium and stops the organelles in the synapse. The mitochondria then provide energy as the cell passes a signal along to the next neuron.

Through live-cell imaging of neurons grown in the Enquist lab, Kramer and Enquist observed how this process becomes corrupted by HSV-1 and PRV ? and how the viruses need the process to spread.

The chaos begins when the virus ramps up the neuron's firing of electrical signals, as was first reported in a 2009 paper published in the journal PLoS Pathogens by Enquist; first author Kelly McCarthy, a past member of Enquist's lab who received her doctoral degree from Princeton in 2011; and David Tank, the Henry L. Hillman Professor of Molecular Biology and co-director of the Princeton Neuroscience Institute.

In the latest research, Kramer and Enquist found that this spike in electrical activity floods the axon and synapses with calcium. As a consequence, the Miro proteins detect the increase in calcium and stop mitochondrial motion. The virus' control over the cell immediately dropped off, however, when Kramer and Enquist interfered with Miro's ability to respond to the uptick in calcium levels. Though the viral infection was not completely disrupted, it could not spread within or to other cells with the same efficiency.

Based on these observations, Kramer and Enquist suggest that viruses such as HSV-1 and PRV may bring mitochondria to a standstill in order to hijack their transportation. Mitochondria move about the neuron on the backs of motor proteins dynein and kinesin-1. During viral infection, mitochondria shed these proteins to stop moving when Miro detects an upsurge in cellular calcium.

Previous research has shown that HSV-1 and PRV also use kinesin-1 specifically for transport within an infected cell. Thus, Kramer said, his and Enquist's work suggests that it is very likely that the viruses disrupt mitochondrial motility so that they can hitch themselves to the now available kinesin-1 proteins and move through the nervous system more efficiently.

James Alwine, a University of Pennsylvania professor of cancer biology, said that the Princeton research is a significant contribution to a growing body of research that describes how viruses seize cellular motor proteins such as kinesin-1.

While the findings have therapeutic potential ? particularly in helping show how balancing cellular calcium might subdue viral infection ? the demonstration that viruses can move through an infected cell with the ease of something as essential as mitochondria is notable in itself, said Alwine, who is familiar with the research but had no role in it.

"Determining the specific mechanism by which Miro function is abrogated may provide additional therapeutic avenues, but this also is marvelous basic research that does not have to be justified by its therapeutic potential," he said.

"To disrupt the loading of mitochondria to motor proteins so that virions [complete virus particles] can load instead is a clever way for a virus to be transported and is a great new idea provoked by this data," Alwine said. "While other neurotropic viruses would have to be tested specifically, movement in nerve cells is required by all of them. Thus, this observation provides a starting place and a model mechanism for research with those other pathogens."

Breaking Up A New Relationship After Communication Breaks Down

New relationships begin with so much promise that, in the early days, it?s hard to imagine that a few weeks or months down the line, there will be such misunderstanding that the relationship looks as if it?s destined for the rocks. However, this is the story of so many relationships that begin on a great footing but reach a road block that leaves each person standing at the crossroads wondering if they are destined for each other or are best to go in different directions.

The reality is that headiness of the early days of any relationship has a time limit on them and if you can weather the changes, it can change for the better. But it does involve high levels of communication ? with yourself to understand the strong emotions that usually accompany these challenges, and with the other person who themselves comes with their own story of what to expect.

Disagreements or fights usually arise because of differences in values, beliefs and expectations. When a couple meet and start the dating process, the mood is light, exciting and full of possibilities of where this might go. However, any challenge to the story we inevitably begin to tell ourselves about the other person and what relationships should be like, gives rise to doubts and fears. This is where a high level of self-awareness becomes invaluable ? hence the saying ?To really get to know yourself, you must know yourself first?.

Do you bail out at the earliest sign that the other person?s behaviour is unacceptable and tell yourself that it is surely a sign that all is not well ? or do you ask yourself and the other person some questions which might throw more light on what the other person is all about?

When emotions are high, it is often difficult to marshal y our thoughts and communicate them clearly to the other person. One thing for sure ? if your or the other person?s reaction to something seems to be way out of proportion to the threat posed, this is almost certainly a reaction to something other than the presenting problem. The presenting problem has pushed a button that gives rise to associated fears, anxieties and storytelling that accompanied the initial experience.

But what do you do now when caught in the grip of a decision of whether the disagreement is a sign that this is not the relationship for you or whether this is just a familiar path you have travelled before and it?s time to break the pattern? The answer I give all my clients is that to have great relationships you must have a great relationship with yourself first. The real work has to be done within yourself ? so time spent understanding your reactions and beliefs about the fight and relationships in general is the best investment you can make for this relationship or any other one. Write down your expectations and beliefs about relationships and how this person or the situation influences how you view what is going on? For example, if someone has an experience of people cheating on them before, it is all too easy for them to make this assumption at the slightest indication of the other person being untrustworthy.

Whatever your story, it is your job to make sense of what is happening to you now and how the past is influencing your present ? only then can you start to make changes to break your link with the pain of the past and learn effective communication skills to navigate new relationships ? without the veil of unquestioned assumptions, perceptions and stories that are often unrelated to the person standing in front of you. You may of course need some coaching or counselling help to do this but it will be the best investment you have made ? because the quality of your communication directly matches the quality of all your relationships.

Romney promises world's strongest military

SAN DIEGO (AP) ? Republican presidential candidate Mitt Romney promised Monday to maintain an American military "with no comparable power anywhere in the world."

The likely Republican presidential nominee faced a San Diego crowd estimated at 5,000 in what was billed as a Memorial Day service paying tribute to the nation's war dead, not a campaign rally. The appearance came the day before Romney was expected to win enough delegates to claim his party's nomination, a formality that cements his status as President Barack Obama's general election opponent.

Without naming his general election rival on Monday, Romney drew clear contrasts with Obama on the issue of defense.

The Democratic president has proposed reducing the size of the military following the end of the U.S. combat role in Iraq and plans to remove troops from Afghanistan at the end of 2014.

"We have two courses we can follow: One is to follow in the pathway of Europe, to shrink our military smaller and smaller to pay for our social needs," Romney said outside the city's Veterans Memorial Center and Museum. "The other is to commit to preserve America as the strongest military in the world, second to none, with no comparable power anywhere in the world."

The White House and congressional Republicans have agreed to cut $487 billion in military spending over the next decade. Even with Obama's proposed cuts in the military budget, the U.S. would remain by far the world's dominant military power. The Pentagon's budget this year exceeds $600 billion. Closest rival China said this year its defense budget will top $100 billion for the first time, although the U.S. claims China spends twice as much.

Across the country in Washington, Obama marked the solemn holiday with remembrances at Arlington National Cemetery, and later at the Vietnam War Memorial marking the 50th anniversary of U.S. involvement in Vietnam.

He noted that for the first time in nine years "Americans are not fighting and dying in Iraq. After a decade under the dark cloud of war, we can see the light of the new day on the horizon."

The candidates' comments underscored the political and practical effects the presidential contest could have on America's role in the world.

A new Gallup survey found that veterans prefer Romney over Obama by a double-digit margin, 58 percent to 34 percent. That voting bloc, consisting mostly of older men, makes up 13 percent of the adult population.

Obama won the presidency handily four years ago while losing veterans by 10 points to Sen. John McCain, a former Navy pilot. Neither Obama nor Romney served in the military. Romney, 65, did not serve in Vietnam. His campaign says he received deferments for his Mormon mission to France and academic studies. He later entered the draft, but his number was not called, a spokesman said. Obama, 50, was a child during the Vietnam conflict.

In San Diego, Romney was joined by McCain, a Vietnam veteran who spent more than five years as a prisoner of war. McCain said that Romney, "I believe, is fully qualified to be commander in chief."

Romney noted that he visited Afghanistan and Iraq during his term as Massachusetts governor. But he has limited foreign policy experience.

Still, Romney has been critical of Obama's plans to reduce the military, in addition to the administration's policy toward Syria's handling of the uprising against President Bashar Assad's government.

In a written statement Sunday, Romney said Obama "can no longer ignore calls from congressional leaders in both parties to take more assertive steps in Syria." Romney said the current approach has only given Syrian leaders more time to crackdown on protesters.

World leaders blame the Syrian government for the weekend killing of more than 100 people, including 49 children and 34 women, following peaceful protests.

"I wish I could tell you that the world is a safe place today. It is not," Romney said Monday, ticking off a list of threats including Iran, Pakistan, China, Russia, Venezuela and Mexican drug cartels. He did not mention Syria.

He spoke a day before Texas voters were likely to give him enough delegates to formally clinch the Republican presidential nomination.

Texas' Tuesday primary offers 152 delegates, and Romney is just 68 delegates shy of the 1,144 needed to become the nominee.

Romney said Monday that America's military might is needed "not so that we just win wars, but so we can prevent wars."

"A strong America is the best deterrent to war that has ever been invented," he said.

Exploring the Symptoms of Multiple Sclerosis

Multiple Sclerosis is known as a very degenerative disease that lurks in the body?s nervous system. Inflammation of the nerve?s protective coat or myelin sheath, causes it to scar and eventually be completely destroyed. Once a nerve is stripped of its myelin sheath, then it looses its proper function to conduct impulses throughout the body. Most people affected by Multiple Sclerosis experience a slow onset of symptoms, nonetheless as more time passes and more myelin sheaths are destroyed, the more debilitating the disease becomes.

The earliest symptoms that people with Multiple Sclerosis usually report are vision issues. Blurred vision is one of the symptoms that is pretty high on the list. Most of the time, this particular vision problem can be temporary, but for particular people it may become a painful nuisance of the eye. Occasionally, the injured optic nerve, may cause patients to be affected by color distortions. Many of these people, report changes in the way their eyes perceive the brightness of colors. Certain vision symptoms can be short lived, and never cause a great effect on the person?s life, but with the passing of time, the optic nerve will carry on deteriorating.

Numbness in all four extremities is a pretty common symptom that affects people with Multiple Sclerosis. The degree of the weakness depends upon the number of damaged nerves. However, for some people, this might present problems within their everyday lives. Because the degeneration continues, people will experience challenges with basic movement. One example is head or arm movement. They may even arrive to the stage, in which they may be unable to support themselves or even walk. These kinds of symptoms are among the worst of the disorder, as they definitely add limitations to the person?s life. Not every symptom manifests physically. A lot of people will deteriorate and will come to be emotionally unstable, which could compromise their physical health.

Vision issues and symptoms that affect the person?s physical abilities, are merely a few from the collection of possible afflictions. Multiple Sclerosis is also able to affect a patient?s balance, since it can cause dizzy spells. It can affect their speech, which in turn can cause communication issues. Mickelson joins group trying to buy Padres

(AP) ? Phil Mickelson wants to be more than just a fan of the San Diego Padres. He wants to help buy the team.

Mickelson said Monday he has a joined one of the five groups trying to buy the team from John Moores, the Padres' majority owner for the last 18 years. Mickelson is part of the group that includes four grandchildren of former Los Angeles Dodgers owner Walter O'Malley ? Kevin and Brian O'Malley, and their cousins Peter and Tom Seidler, the chief executive of Class A Visalia Rawhide.

"I've been talking to them about being involved with them, having an opportunity to invest in the team and being part of the ownership group," Mickelson said. "I think it's a very good investment opportunity. More than that, it's opportunity to be involved in the community in San Diego, with something that gives the community a sense of pride. I feel like we can make the Padres a competitive team that can contend year in and year out, and we can do something for the community.

"It's something I've loved since I was a kid."

The San Diego Union-Tribune first reported the involvement of Mickelson, a four-time major champion who was inducted this month into the World Golf Hall of Fame. Mickelson brings the O'Malley clan a local investor and of San Diego's greatest athletes.

San Diego's biggest baseball star ? another lefty ? is involved in another group trying to buy the Padres. Tony Gwynn said last week he is joining the bid led by Thomas Tull, chairman and CEO of Legendary Entertainment.

"When we met with Phil we were inspired by his commitment to San Diego and his passion for the Padres," Kevin O'Malley said in a statement to the Union-Tribune. "He is a world-class person, athlete and businessman with a strong history of charitable leadership and he will be an ideal partner for many years in San Diego."

Mickelson said he was asked to get involved in an ownership bid three years ago, but didn't feel it was a good fit.

"I think the O'Malley and Seidler family is the right group," he said. "They want to enhance the community tie, and that's something I've wanted to be part of, as well. The tie between the community and the team has not been as strong as it has been in the past. I think there are some things where we can increase that relationship, the emotional tie with the community and the players."

Moores' proposed sale of the team to Jeff Moorad collapsed in March after baseball owners refused to approve Moorad as controlling owner. Moorad headed a group that in March 2009 agreed to a gradual takeover of the Padres. At the time, the deal was estimated to be worth around $500 million.

The Padres could be worth a few hundred million more this time, in light of the Dodgers being sold for a record $2 billion and the Padres' new TV deal with Fox.

Moores owns 51 percent while Moorad's group owns 49 percent.

Asked about his proposed investment, Mickelson said only that it would be "a lot," and that it would be a "significant investment opportunity."

As for his role?

"Day-to-day operations, running a sports organization, that's not my forte," Mickelson said. "I want to have a personal relationship with the players and find ways to get them tied to the community, things of that nature."

NFL's head injuries raise concerns with youth football parents

Already uneasy about the idea of letting her 7-year-old son Jason start playing tackle football, Elizabeth Giancarli made up her mind when former NFL star Junior Seau committed suicide.

While many of her son's friends are moving on to tackle, he'll be playing another year of flag football.

"I just couldn't put him in tackle football, only because of everything that's been going on," Giancarli said. "I think that the Junior Seau suicide really hit home, too. So we decided to put him in another year of flag, because the impact is significantly less."

Giancarli hasn't ruled out the possibility of letting her son play tackle when he gets older. But she hopes he won't want to.

"I hate to take that experience away from him, especially since we all love the game so much," Giancarli said. "But I just don't know if it's worth it."

That's a tough thing to say for Giancarli, a Tampa Bay Buccaneers season-ticket holder who drives all the way from the Fort Lauderdale area to attend games. But she's among parents nationwide who have felt compelled to reconsider whether football is safe enough for their children amid a steady flow of reports on the potential long-term effects of repeated head injuries, an ever-growing list of concussion lawsuits filed by former NFL players against the league, and the New Orleans Saints bounty controversy.

Plus, now, the death at age 43 of Seau, a star linebacker for two decades.

Although it is not clear why Seau killed himself earlier this month, his death advanced what already was an uncomfortable national conversation about the hidden consequences of playing football.

And while it is too early to establish a link between parents' safety concerns and football's popularity, there are indications that fewer kids across the country are putting on pads.

Research from the National Sporting Goods Association indicates overall football participation across all age ranges has decreased from 10.1 million in 2006 to 9 million in 2011, with the most significant drops in the 12-17 and 18-24 age groups.

According to the National Federation of State High School Associations, the number of high school boys playing 11-man football rose from 886,840 in 1992-93 to 1,112,303 in 2008-09. But after 16 years of nearly uninterrupted growth, the number of players has declined slightly during the two most recent years for which data was available: to 1,109,278 in 2009-10 and 1,108,441 in 2010-11. The number of youths participating in less common forms of the game - 9-player, 8-player and 6-player football - also fell slightly in the two most recent years available.

The decline doesn't appear to be a function of school budget cutbacks. According to the NFHS data, the number of high schools offering 11-player football continues to increase.

NFHS director of sports and sports medicine Bob Colgate says the small decline hasn't raised red flags among high school sports administrators and may be the result of normal fluctuation in class sizes.

Dr. Michael Koester, a pediatric sports medicine specialist in Eugene, Ore., who has advised the NFHS, says it's too early to connect a downward trend with parents' safety concerns - but says the numbers are worth watching, especially in youth football.

"I think it would be difficult to read anything into that at this point," Koester said. "I think we really have to look at what those high school numbers do over a four- or five-year period of time. And maybe more importantly at this time would be trying to get an idea from Pop Warner, from USA Football, see what's happening at the lower levels. I think if we're going to see a culture shift from a participation standpoint, I suspect that we're going to see it more at those lower levels, where parents are going to be deciding there's just no reason for their 7-, 8- or 9-year-old to be out there playing.

"And frankly, I support them in that. My son didn't start playing until he was 12."

USA Football says participation in youth football has been relatively stable in recent years, at about 3 million kids - but USA Football executive director Scott Hallenbeck acknowledges that may change, given parents' concerns about safety.

"My sense of it is, we're going to see a drop in participation," Hallenbeck said.

Hoping to ease those concerns, USA Football - a national organization founded by the NFL and the NFL Players Association - has put safety measures in place in recent years for the youth leagues that have joined its membership. USA Football-affiliated coaches must take a training class and pass a test, then follow specific instructions that include proper equipment fitting, an age-specific approach to teaching tackling and other techniques, and limits on contact in practice.

This fall, USA Football will launch what Hallenbeck believes is the first comprehensive study on injuries in youth football.

"Clearly, there's a concern, and we have been proactive on that for five or six years," Hallenbeck said.

Dr. Shayne Fehr, a pediatric/adolescent concussion specialist at Children's Hospital of Wisconsin, said more parents are expressing safety concerns to him.

"I had a patient this past week, he came in with his second concussion," Fehr said. "I believe he was about 14 years old, and his mother said - before he even got a chance to talk - that he's done with football."

Yet Fehr also said such dramatic declarations are rare.

"You have to remember that a lot of times, these families have grown up with sports such as football," Fehr said.

Former NFL quarterback Kurt Warner caused a stir recently when he said he worried about his own children playing football, but he's not the only ex-pro with reservations. For ex-NFL safety Matt Bowen, there aren't easy answers when it comes to balancing safety concerns against the positive things kids can learn from football.

"But I've had this conversation with my wife quite a bit, and I know in our house, our boys aren't going to play youth football," Bowen said. "My wife's already taken care of that. That's just not going to happen."

Bowen, who now writes columns for the Chicago Tribune and the nationalfootballpost.com website, gets a lot of questions from fellow fathers.

"I tell them that I love the game," Bowen said. "I respect everything I learned from the NFL, and in college and in high school. I don't think there's a better sport out there in terms of teamwork. I really don't, in terms of learning how to deal with some adversity that you deal with in real life. But I also tell them I got beat up a lot, had a lot of injuries. People ask about concussions all the time. 'What do you think? What's your stance on it?' A lot of times I just change the discussion. You're out drinking beer with some dads and they ask you, you talk about it a little bit. Yeah, I think it's violent. I think it's violent and I think it's made for young men, not little boys."

Kia LaBracke experienced that violence firsthand when her son, Nico, sustained a concussion from a big hit he took while returning a punt in a freshman football game in Oconomowoc, Wis. last fall. It took him months for him to recover and return to school full-time, leaving LaBracke and her husband, John, to make a difficult decision: They weren't going to let him play again.

"We knew it was going to be very tough," LaBracke said. "Because he's very dedicated to the sport, he's a very hard worker. This was his thing. A lot of his identity, who he was and who he is, was tied up in that."

LaBracke, who had a working knowledge of concussion issues through her job as the executive director of the Wisconsin chapter of the American Academy of Pediatrics, said her son didn't take the decision well.

"On an intellectual level, of course he understands," LaBracke said. "He would never say that, but of course he understands it. But I still don't think he's quite let go of the feeling that this is really unjust."

Now Nico's younger brother, Jack, is playing.

"But we've told him flat-out, we don't know how long this is going to last," LaBracke said. "We may cut this off at any point. And he understands it, because he watched what his brother went through. He was there when Nico came home and didn't know who his own brother was. I don't think he would be surprised if we pulled the plug at any point."

Chicagoan Erin O'Leary has told her 7-year-old son, Liam, that he can't play tackle for now. And she's hearing similar thoughts from fellow parents.

"Some of them are just like, 'Oh, well, they don't hit that hard at this age and it's not a big deal,'" O'Leary said. "But some like me, you keep seeing things on the news, reports that are released, and it is cause for concern. I mean, sports are great. I think there's a definite place for them, but long-term brain damage is not worth it. They have a long life ahead of them to do a lot of things."

China: Xi Jinping's new generation, Li Datong

The imminent transition of power in Beijing will see a new ruling group arrive in power. But?does its background and formation prepare it for the scale of China's political and economic challenge, asks Li Datong.

2012 is something of an election year worldwide. As many as twenty-five presidents will have been elected by the time it ends, including heads of state of some of the world's most important countries: the United States, Russia, France...and the People's Republic of China. What is different about China, however, is that the election here is (as usual) held not by popular vote but confined to a core group at the centre of power. The identity of the new leader depends not on the people's support but to a considerable extent on the balance of forces inside the central committee of the Chinese Communist Party (CCP).

If the identity of many of presidents is unknown until the people have delivered their verdict, in China the choice of the next head of state (and general secretary of the party) is known in advance. Unless there is a major, unforeseeable reversal, a key party congress towards the end of 2012 will select Xi Jinping as the designated successor of Hu Jintao. There is a difference, though, with past experiences of transition, when the new leader emerged from an elderly group of senior cadres (Deng Xiaoping is the classic example).

This time, according to reliable sources, the "constituency" that sanctioned Xi's appointment was composed of hundreds of senior party officials. True, the process by which he got to be nominated at all is less clear - a kind of black-box operation; but the very fact that his preferment will have ultimately required an election (albeit a limited one) to give him legitimacy suggests that the basis of the transfer of power in China has begun to respond to changing times.

But if the Xi Jinping era is about to begin, it also means the Hu Jintao era is coming to an end. How to evaluate the past decade, and what signals does it offer for the next period?

A new cadre

In my view, these ten years have been a period of lack of progress and the absence of political reform, which has meant that a backlog of various social problems (such as growing official corruption) has accumulated. The resulting tensions in society carry an enormous cost, including financial (with huge spending on domestic security, approaching the level of military expenditure). The overriding concern of this generation of leaders with ensuring "stability" has made them afraid of undertaking real action.

Why is that? The reason is that Hu Jintao and his colleagues in the heart of Chinese state power - the politburo's standing committee - share almost the same background. They moved through the education system in an entirely closed environment which prioritised obedience, imparted selective information, valued technical subjects over the humanities and social sciences, and depleted the ability to think independently.

Most importantly, they were products of a political movement, in some cases children of "pariah" families persecuted during the cultural revolution, whose background taught them to be loyal and conformist. This mental structure was reinforced by their predominant training as "technicians" or "engineers". These are not visionary or even ambitious individuals, but people who have achieved their status by a kind of miracle and whose sole purpose is to keep hold of it. Their subconscious attitude is conveyed by Hu Jintao's answer to a Japanese child who asked him why he wanted to be president: "Because the Chinese people picked me".

What are the chances that Xi Jinping's generation will be different? In some ways the signs should be positive. The rising Chinese communist leaders also grew up in an atmosphere dominated by politics, but most of their adulthood has coincided with the reform and opening up era launched by Deng Xiaoping at the end of the 1970s. They have had access to a far greater range of domestic and international information, enjoyed an affluent life, engaged in the pursuit of wealth and power, had the chance to travel to western countries and make contacts with people from them, and in some cases receive training in subjects such as economics and law. Again most importantly, they are active in politics rather then being mere products of politics.

These children of the 1980s acquired early an awareness of the dark and ruthless arts of politics as conducted in communist China, as well as of the new opportunities becoming available in business. Three in particular of the successor generation focused their commitment on politics: Xi Jinping, Liu Yuan (son of?former president?Liu Shaoqi) and Bo Xilai (son of another veteran, Bo Yibo). Almost at the same time, these three chose the same road after graduating from university by moving to the provinces and establishing a local power-base.

Two decades later, they entered the CCP's core leadership team, with Xi Jinping identified early as the likeliest candidate to be the next general secretary - and Bo Xilai as the most remarkable figure in China's political arena. Now, however, the discrediting of Bo Xilai after the extraordinary events in his Chongqing fiefdom has halted his rise - leaving the political field more open and less assured than it had seemed.

The approach of veterans' children to the summit of Chinese power should be favourable to political reform, if only because hardline political opponents will find it harder to attack their credentials. A comparison here, even though not necessarily a welcome one, is the way that Chiang Kai-shek's son launched Taiwan's political democratisation. The next leadership might in this respect have more imaginative as well as political space than its predecessor.

A bold design

In 2011, the intellectual Zhang Musheng - author of an influential study?of rural development in the pre-reform era?-?published a book that advocated the implementation of a "new democracy" in China. This was needed, he said, to address the legacy of domestic problems that had built up over the three decades of reform. The support of workers and peasants can only be assured by giving them education, healthcare, social welfare, minimum housing security, industrial training; and a shift from the current model of polluting and resource-intensive production to greater worker and farner participation in the process of economic change.

Zhang's reform design is bold, involving mutualisation of state-owned assets and widespread share-ownership by citizens, in part to solve the problem of the welfare needs of people on low incomes. He also recommends that the CCP allows open factions, independent trade unions and farmers' associations, and freedom of the press. ?Only the Chinese Communist Party can save China; only new democracy can save the Chinese Communist Party?, he writes.

The book provoked a debate among Chinese intellectuals that lasted six months. Zhang Musheng (whose mentor was Chen Yizi, adviser to prime minister Zhao Ziyang before the latter?fell following the Tiananmen incident in 1989) continued to insist that a new collective leadership in China cannot allow the current situation to continue, and that people's desire for change is an indisputable reality. Skanda Sashti Vrat is observed on the sixth day during the Shukla Paksha in Jyeshta month as per traditional Hindu calendar followed in North India. Skanda Sashti Vrat 2012 date is May 27. (AP) ? Even robots like to have fun. NASA's rover on Mars showed off its playful side by snapping a picture of its own shadow. It's the latest self-portrait since the rover, named Opportunity, landed on the red planet in 2004.

The photo was taken in March and NASA released it this week. The solar-powered, six-wheel rover was at an outcrop on the rim of a massive crater. The late afternoon sun set the crater aglow and Opportunity waited for just the right lighting to send a postcard back to Earth.

The result was a dramatic view of Opportunity casting a shadow with the crater in the background.

After nearly five months in one spot, the tireless rover is rolling again to explore more rocks.

Its twin, Spirit, stopped communicating in 2010.

Health Insurance Costs Lead Workers To Opt Out Of Health Coverage

A primary factor driving employees towards being uninsured might not be that they aren't being offered health benefits by their company, but that the cost of those benefits has grown too expensive, according to a new report by the Employee Benefits Research Institute.

"The general trend in the percentage of uninsured workers reporting cost as a reason for not having coverage has been upward since 2008," wrote Paul Fronstin, the author of the report.

Back in mid-2008, the percentage of uninsured workers who cited cost as a reason for opting out of health coverage was at around 77 percent. As the recession progressed, that number jumped to 86 percent but it has continued to rise: as of June of 2011, 90 percent of uninsured people said cost was a reason they didn't have coverage.

Fronstin explained to Today.com that these higher costs are the result of companies shifting towards making their employees pay a larger portion of their coverage; that could be happening in the form of higher deductibles and co-payments.

?Employers have changed their focus to managing cost by changing the quality of the coverage that?s being provided,? Fronstin told Today.com. ?It?s the value of the plan that?s changed more than the premium."

What's more, when NPR collaborated on a survey with the Robert Wood Johnson Foundation and Harvard School of Public Health recently, they found that despite higher costs, people who had been sick weren't happy with the coverage they'd received. Half of those who had been sick reported that quality of care was a very serious problem.

Drew Altman, president and CEO of the Kaiser Family Foundation, told NPR that in recent years, health insurance has become "skimpier and skimpier and less and less comprehensive."

"This affects not only how people seek health care -- they're more reluctant to get it if they can put it off. But it also affects family budgets in a very real way, especially as we're still coming out of recession and families are still crunched by a weak economy," he said.
